The lowering system shall be Joslyn catalog type "TLS". It shall consist of lowering device, carriage, safety brake, guide track, crossarms for luminaire mounting and carriage balancing, and pole. The system shall be designed with a 500-lb capacity, including all equipment and luminaires minus the pole.

The lowering device masthead assembly shall be AISI 356-T6 aluminum casting. It shall be attached to the pole top by means of four M10 AISI 302/304 stainless steel bolts threaded into the pole top-plate. Set screws shall be provided in the head to compensate for the taper in the pole. The lowering device electrical connection shall consist of a sixteen pin Amphenol plug/receptacle. The plug and receptacle shall be designed to exclude water by use of a gasket, where practical, to seal chambers, and by use of drain holes elsewhere to prevent water from accumulating in the wiring chamber. Pins in the plug/receptacle shall be silver-plated, hard brass designed to accommodate 16 amperes at 440 VAC. The power cable shall be wired to the receptacle attached to the mast-head assembly. The luminaires shall be wired to the plug assembly attached to the travelling carriage.

The operating line shall be AISI 302/304 stainless steel aircraft cable, 5/32" or 3/16" diameter, 7x19 strand, meeting MIL W-83420 military specifications. The lowering system operating line shall be relieved of dead weight in its "latched" position by means of two AISI 416 stainless steel latches pivoting on a stainless steel shaft. All moving parts to the latching mechanism shall be attached to the carriage assembly. The carriage shall be guided along the rail during raising/lowering by UHMW polyethylene inserts.

Luminaires shall mount to an adjustable crossarm assembly as needed. The crossarm assembly shall be attached to the carriage assembly.

The track shall be extruded to shape from AISI 6061-T6 aluminum and shall be anodized to resist abrasion and airborne contaminates. The track shall mount to the surface of straight or tapered poles that are round, polysided, or square in cross-section. The carriage shall be extruded to shape from AISI 6061-T6 aluminum with a profile matching the track and shall be anodized to resist abrasion and airborne contaminates. The track and carriage assembly shall be capable of raising or lowering luminaires in a 80 mph wind and shall not be hindered by ice deposited on the track.

A safety brake shall be an integral part of each system and shall be spring-loaded to engage if tension in the operating cable shall be lost.

A portable winch (manual or motorized) shall be offered for installations to raise or lower the luminaires and associated components. The winch shall be equipped with AISI 302/304 stainless steel aircraft cable, 5/32" or 3/16" diameter, 7x19 strand, meeting MIL W-83420 military specifications, and of sufficient length to maintain a minimum of four complete wraps on the winch drum when the luminaires are completely lowered. The winch shall be supplied with mounting provisions, and shall have a safety factor of five.

Joslyn shall provide the pole manufacturer with design for a pole top-plate suitable to the application, except in the case of a non-standard installation, for example, where the mast-head mounting plate is internal to the pole. In such non-standard cases, Joslyn shall aid in the design of a suitable mounting plate.

The customer shall provide suitable power and a disconnect at the base of the pole, so that power shall be available for testing the luminaires at ground level.

  
POLES
Poles shall be steel, aluminum, or Corten weathering steel manufactured to industry standards. Steel poles of more than one section shall be on-site welded to join upper and lower sections using a copper based electrode and equipment meeting AWS Specification D1.1-72, Sections 1 through 8.

Steel poles shall be galvanized, primed, and painted, or coated before the track is installed. All sections shall be match-marked to facilitate assembly.

The base flange, foundation and anchor bolts shall meet 1985 AASHTO standards. Anchor bolts shall be specified and supplied by the pole manufacturer. The complete installation of pole, TLS system, and associated components shall meet 1985 AASHTO standards and the responsibility of the customer. Analysis of the soil and other factors determining suitability of the sire for the application shall be the responsibility of the customer.
